The fact that civilians in Iran were tragically killed during Operation Roaring Lion [began 2.28.26] does not prove intent—it proves the opposite. Israel’s campaign has been aimed at dismantling a regime that openly threatens its existence and destabilizes the region through missiles, proxies, and terror infrastructure. ([RUSI][1])


Civilian casualties in Iran are an unfortunate byproduct of striking military targets embedded within a repressive system—not a goal. Israel has every strategic, moral, and political incentive to avoid harming civilians, including those it ultimately hopes will one day be free of that regime.


The contrast is critical: while Israel targets military capabilities, Iran and its proxies have repeatedly targeted Israeli population centers directly with missiles, where the victims are overwhelmingly civilians by design. ([The Wall Street Journal][2])


That distinction matters. It underscores that civilian harm in Israeli operations is incidental, not intentional—a tragic reality of war, not a guiding principle. And that standard applies consistently, whether in Iran or Gaza.
