The central reality of fighting Hamas in Gaza is often obscured by images of destruction without the military context that produced it. Hamas does not operate like a conventional army that separates its fighters, weapons, headquarters and civilian population. Its battlefield strategy has repeatedly involved operating from within an extraordinarily dense civilian environment—creating precisely the conditions in which any attempt to defeat it becomes extraordinarily dangerous for civilians.
Blocking or Obstructing Civilian Evacuation
One of the most consequential features of urban warfare is what happens when civilians attempt to leave areas of combat. Israel has repeatedly issued evacuation orders and established routes intended to move civilians away from active fighting. Hamas and other armed groups have been accused of obstructing or discouraging evacuations and of maintaining military activity amid populations that are attempting to flee.
Even where individual allegations are disputed, the strategic problem is clear: civilians who cannot safely leave an active battlefield become involuntary participants in the battlespace.
A military organization that wants to protect its own forces has an incentive to keep the population around its positions. That is precisely why the prohibition on using civilians as human shields exists.
Uniqueness of "Palestinian" or Hezbollah is: using its own people.
Hospitals Are Supposed to Be Sanctuaries—Not Command Posts
Hospitals occupy a special position under international humanitarian law. They are protected precisely because wounded people must have somewhere to receive care.
That protection does not, however, permit an armed group to turn a hospital into a military facility.
It was shown that Hamas used hospitals and their surrounding compounds for command-and-control activity, weapons storage, tunnels and the movement of fighters. Evidence—including evidence concerning activity in and around Al-Shifa—has been documented.
Embedding Among Civilians
This is perhaps the defining feature of Hamas's battlefield model.
Fighters, weapons, tunnels and military infrastructure have operated amid residential neighborhoods and other civilian structures. (Even Islamic contries bloc OIC controlled biased) UN documentation records that Palestinian armed groups operated from within civilian populations and that Israel presented evidence alleging the use of residential buildings and other civilian infrastructure for military purposes.
That creates a vicious tactical dilemma.
If Hamas separates itself from civilians, Israel can more readily identify and strike legitimate military targets.
If Hamas embeds itself among civilians, every military operation becomes harder, slower and more dangerous—and civilian casualties become more likely.
That is not merely an unfortunate by-product of urban warfare. It is a battlefield advantage for an irregular force fighting a technologically superior conventional military.
Firing From Densely Populated Areas
Rocket launchers, mortars and anti-tank weapons can be concealed within dense neighborhoods, making detection and targeting extraordinarily difficult.
It has been repeatedly documented of weapons being launched from civilian areas. Earlier UN investigations likewise noted that Palestinian armed groups launching attacks close to civilian or protected buildings unnecessarily exposed Gaza's civilian population to danger.
The strategic logic is brutal: fire from somewhere Israel cannot easily strike without risking civilians, then disappear into the surrounding population.
The civilian population becomes both camouflage and deterrence.
Hiding Among Children and Families
The most disturbing aspect of human-shield tactics is that the people being endangered are often the least responsible for the conflict.
Children do not choose where fighters establish positions. Families do not consent to having military infrastructure placed beside their homes. Patients do not volunteer to have a hospital become part of a battlefield.
Yet when combatants deliberately operate in such environments, the distinction between the military target and the surrounding civilian population becomes dangerously difficult to maintain.
That is why the principle against human shields exists. It is designed precisely to prevent an armed group from exploiting the humanity of civilians as a military asset.
Tunnels Beneath Civilian Life
Gaza's subterranean warfare infrastructure has transformed the conflict.
Hamas's tunnel network is not simply a collection of battlefield trenches. Tunnels can provide concealment, command-and-control capacity, weapons storage, movement routes and protected positions beneath densely populated areas.
The consequence is enormous: destroying military infrastructure may require fighting in or around the civilian structures above it.
A home can therefore be a home—and simultaneously sit above a military tunnel.
A school can be a school—and simultaneously be located near military infrastructure.
A hospital can be a medical facility—and allegations may arise that its surrounding area or underground infrastructure has also been exploited for military purposes.
That is precisely why tunnel warfare in an urban environment presents such an extraordinary civilian-protection problem.
Booby-Trapping Civilian Buildings
Urban fighters can turn abandoned houses, apartments and other structures into traps.
Booby-trapped buildings force advancing troops to treat apparently ordinary civilian structures as potentially hostile. This slows military movement, increases the danger to soldiers and can produce additional destruction as forces clear buildings.
Reports from military analysts and battlefield studies have repeatedly examined the use of improvised explosive devices and booby traps as part of Hamas's urban-warfare methodology.
The strategic objective is straightforward: make every building potentially lethal.
Fighting Without Uniforms
Conventional armies generally make it possible to distinguish soldiers from civilians through uniforms and insignia.
Irregular fighters can deliberately blur that distinction.
Operating in civilian clothing makes it harder for opposing forces to identify combatants and increases the danger to civilians caught nearby. International humanitarian law places obligations on combatants regarding distinction, and the problem becomes particularly acute when fighters deliberately blend into a civilian population.
Again, the civilian pays the price.
Using Civilians as Lookouts or Sources of Intelligence
Urban warfare depends heavily on information.
Who moved down the street? Where are Israeli forces? Which building is occupied? Where is a military vehicle? Which route is open?
An armed group that can obtain this information through civilian networks gains a significant tactical advantage.
Hamas has used civilians, including young people, to observe troop movements or relay battlefield information therefore fit into a broader pattern of exploiting the civilian environment for military purposes.
The essential distinction is between civilians acting voluntarily for personal survival and civilians being coerced or directed to perform military functions. The latter can fundamentally alter the character of the activity.
Using Roofs and Civilian Structures to Complicate Targeting
Another reported tactic involves encouraging civilians to remain around structures that Hamas considers militarily valuable.
The logic is chillingly simple: the more civilians are physically present around a military position, the greater the political, legal and operational cost of attacking it.
Whether described as human shielding, forced proximity or tactical exploitation of civilian presence, the effect is the same: civilian lives become part of the battlefield calculation.
Worst is Hamas’s Sinwar who laud high civilian death toll in Gaza as ‘necessary sacrifice’.
Ambulances and Medical Vehicles
Medical vehicles receive special protection during armed conflict.
That protection is indispensable—but it cannot legitimately be converted into immunity for transporting combatants or military equipment.
Military analysts have shown that Hamas has exploited medical transport and other protected infrastructure for military purposes.
But the principle is straightforward: protected civilian infrastructure cannot lawfully become a cover for military operations.
The Aid Question Requires Particular Care
The accusations that Hamas systematically "hijacked aid" has been constant. Even biased UN had no choice but to admit (Jul/2026)
Officials have repeatedly accused Hamas and other armed actors of diverting humanitarian supplies. "Hamas stole the aid" are facts.
Blocking Evacuation
Again, the only side caring about civilians even of the adversary side is humane IDF. Repeatedly Israel has been urging to evacuate certain areas before operations, yet, the terrorists running Gaza, threaten or try to convince to stay put.
The Larger Strategic Picture
The strongest case against Hamas does not depend on claiming that every Israeli allegation is true.
It rests on something more fundamental.
Hamas chose to build and fight from within one of the most densely populated environments on earth. It developed an extensive subterranean military infrastructure beneath an overwhelmingly civilian landscape. It operated from residential areas and, according to Accusations and documented evidence, exploited civilian facilities and protected infrastructure for military purposes.
The result was a battlefield in which Israel was fighting an armed organization that deliberately operated in close proximity to civilians.
Civilian death toll can't be analyzed as though Hamas's military strategy were accurate.
That is the uncomfortable truth that gets lost when Gaza is discussed only as a map of destroyed buildings.
Hamas's greatest military asset has never been conventional battlefield superiority.
It is the ability to turn Gaza's civilian environment into part of the battlefield—and then make the consequences of that strategy politically and morally catastrophic.
The civilians of Gaza deserve better than to be used as shields, camouflage, bargaining chips or battlefield infrastructure.
And Israel's civilians deserve better than to live under a permanent threat from an armed organization that fires rockets, builds tunnels and wages war from within civilian space.
The ultimate humanitarian failure is not merely that a war is being fought in a city. It is that Hamas built a way of fighting in which civilians and military infrastructure became dangerously intertwined.
